Director Waters has promised Valentine one last job.  Now Valentine has learned that his last mission is nothing but a decoy and the Foundation wants him eliminated.  He has learned that Waters has betrayed him and now has destroyed the Foundations headquarters.  Waters has thinned the ranks with sabotage and treachery and now Valentine must figure out why.
